About Voluntary Prekindergarten
If you have a child who will soon be 4 years old, you know how curious she is or how much he may already know. VPK is a free educational program that helps your child be ready for kindergarten.
Florida was one of the first states in the country to offer free prekindergarten for all 4-year-olds regardless of family income. The Voluntary Prekindergarten Education Program — or VPK — prepares early learners for success in kindergarten and beyond. VPK helps build a strong foundation for school using educational material corresponding to various stages in a child’s development.
To be eligible, children must live in Florida and be 4 years old on or before Sept. 1 of the current school year. Effective July 1, 2016, a new law lets parents whose children are born between Feb. 2 and Sept. 1 of the calendar year postpone enrolling their 4-year-old until the following year when their child is 5. Parents can choose from different educational settings and various program options. Private child care centers, public schools and specialized instructional services providers offer VPK.
Children who attend high-quality preschool do better when they enter kindergarten, which can make a make a big difference later. An affiliate of the U.S. Chamber of Commerce reported in 2010 that “for every dollar invested today, savings range from $2.50 to as much as $17 in the years ahead.” Research from Nobel laureate and economist James J. Heckman, of the University of Chicago, points to a seven- to ten-percent annual return on investment in high-quality preschool.

Types of VPK Programs
The Voluntary Prekindergarten Education Program is a free prekindergarten program for 4-year-olds who reside in Florida and were born on or before Sept. 1 of the year they would enter the program. Parents of 4-year-olds with birthdays from Feb. 2 through Sept. 1 may postpone enrolling their child until the following year when they are 5.
VPK presents each child the opportunity to perform better in school and throughout life with quality programs that include age-appropriate curricula and emphasize early literacy skills, accountability, manageable class sizes and qualified instructors.
Parents can select from one of several program options available from private and public providers. Providers have flexibility to structure daily hours per week to meet the required number of instructional hours.
- School-Year Program – 540 Instructional Hours: Class sizes are not to exceed 11 students with a single lead instructor or up to 20 students with a lead instructor and an assistant. Instructors must have a minimum of a Florida Child Care Professional Credential.
- Summer Program – 300 Instructional Hours: Classes are not to exceed 12 students with a single lead instructor. Instructors must have a minimum of a bachelor’s degree.
- VPK Specialized Instructional Services Education Program: Takes place outside a traditional classroom setting and is designed for 4-year-olds with special needs who have current individualized educational plans from local school districts.

You will need an email address, proof of Florida residency and
proof of your child’s age to apply.
Your local early learning coalition will review your application and
email you with further instructions. Once your application is
approved, the coalition will provide you a Certificate of Eligibility
you can take to any VPK provider.
